Consul-General of Peru in Geneva, Switzerland, until he was dismissed in August 1943. Barreto was honored as Righteous Among the Nations on April 3, 2014, for his issuance of 27 Peruvian passports to 58 Jews in Nazi-occupied countries who had no connection to Peru. Upon learning of his activities, the Peruvian government canceled the passports and fired Barreto, stranding him in Europe and ending his diplomatic career.
