Vice-Consul at the Polish Consulate in Bern, was named Righteous Among the Nations on February 19, 2019, for his role in issuing Paraguayan passports to Jews trapped in Nazi-occupied countries. Jewish organizations in Switzerland bought blank passports from the corrupt honorary consul of Paraguay in Bern and brought the documents to Rokicki, who would fill in details of Jews in Poland and the Netherlands. Having passports from neutral countries afforded protection from deportation to death camps, and some of the Jews who received the passports were able to survive the Holocaust.
