CAPTAIN FRANCIS “FRANK” FOLEY

Head of the MI6 station in Berlin serving under the cover of Director of the Passport Office at the British Embassy, was recognized as Righteous Among Nations on February 25, 1999. Defying British policy and bending the rules, Foley issued thousands of immigration certificates to Palestine, then under British Mandate. During the Kristallnacht pogrom, Foley and his wife sheltered Jews in their private residence. When World War II broke out, Britain closed its legations in Germany, and before leaving Foley left a stack of signed immigration certificates to be distributed to persecuted Jews.
